Im an Admin, Yet can move .dll files?

Yes you are an admin and it needs an explicit permission from YOU to make such a critical change. So you should say "yes" in the dialog box that comes up when you attempt to make a change. It also comes up when installing an application, uninstalling a software, running a software for the first time etc, etc
