Why cant california come up with some sort of sprinkler sysyem to stop these wildfires?

every year this happens! can we not come up with some sort of irrigation system? a few simple sprinklers? anything? these people lose their homes and it happens every summer now! why cant we fix it? any ideas how? there has to be something better than dealing with it after it happens... poor people... i feel for them. we should have solved this by now. your thoughts on how we could fix it?
