he could be but you never know because sometimes guys do weird things :p where do you see him? if it's just randomly that might be kind of creepy, but if it's like, at work or school or something like that it's definitely not a big deal or anything. if you like him, either wait around for a little bit and see if he pursues this or if he makes a move. next time you see him doing that, say something flirtatious that makes him know he got caught. then you can begin talking to him and find out more about what he's like. hope this helps!
